Male with hip dips and I want big hips. Do I have potential? (Photo)

Hello I’m a man with natural hip dips. Funny thing is I want big hips! Please look at my picture and tell me if I’m able to achieve hips through some sort of surgery. I have some fat on my belly as you can see which I’ll use if you say I need a fat transfer. I don’t think I implants would work because my hips are too high up and implants are placed quite low. Am I right? Please tell me what I need! Thanks so much! Will it turn my hip dips into hips?
