Very rough skin/poor yield after hair transplant. Is this normal? (Photo)

Hello doctors, I had two FUT (strip) hair transplants (NOT plugs or minigrafts): June 2014 and July 2015. I am now 3 weeks post-op from my second surgery. The first surgery left me with a disfigured scalp, with a lot of pitting and large areas of cobblestoning. Redness lasted for ABOUT 8-9 months before subsiding. The rough skin never improved. The yield was very poor: only about 20% of the transplanted hair grew. Will my scalp improve (i.e. skin texture become less rough) over time?
