An alternative to a hair line lowering surgery is a hair transplant surgery.  A hair transplant surgery involves adding hairs one by one to lower the hair line.

If there is a visible scar it should continue to fade. If it does not fade to your satisfaction, then a hair transplant will bury the scar completely and this is a reasonable option
