Laser hair removal can be performed for teenagers in the right setting.  It is important to see a dermatologist who can determine if laser is the right approach and see if any work up such as checking hormone levels is indicated.  

Yes, it is perfectly safe for your daughter to have laser hair removal at age 13.  I have treated children much younger than that with no problems.  As she grows older she will probably need some more treatments, as new hair my grow from her changing metabolism, but that if that is not a problem, she may certainly have it done!
