I had a lip lift done 3 years ago. My nose has been running / dripping ever since. Should I be concerned?

It's like a runny nose pretty much all the time. I asked my doctor about it a year ago and he said it would eventually go away, it hasn't! I can't go anywhere with out a tissue, it's so embarrassing and annoying.

The important measurement isn't how much skin you remove, but how much you leave behind. For a subtle improvement that keeps you looking natural and masculine, I usually leave behind 15-20mm in men, but it really depends on the size of your face overall and the proportions of your other features...

You should be able to wear a retainer without issue after a lip lift. You may have some swelling in the upper lip region but this will not effect your retainer use or your end results.
