Last year I got some 6 year old lip filler (juvederm) dissolved because it had migrated above my lip. I went back not long after to have filler in my lips again (0.4ml of Restylane Kysse). This time I went to a different injector and have seen some of her results in person and they look great. I, however, have the filler moustache and it looks like it’s migrated even though it’s fairly recent. It’s looked the same since I had it done. Is this normal? Is this just how filler looks on me?

Many possibilities, if the filler was not hyluronic acid then there is no available products to really dissolves it and if the hyluronidase didn't inject to the exact location it also wouldn't work. And from repeated injection some local scar tissue can also form. I suggest you see a board...
