Correcting a slightly spocked brow brought brows down too low and made it impossible to raise brows at all. Do I need to choose?

Spocked slightly after seven units in central forehead for horizontal lines, along with a Botox brow lift (including glabella). Corrected with 1/4 of a unit above each eyebrow, which dropped the brow, undid the brow lift, and made it impossible to raise eyebrows. Do I need to choose between a spocked brow and a straight flat brow? I have a small forehead. Does this make it more difficult? Would putting the additional units at touch up near my hairline be a happy medium?
