Can lower blepharoplasty get rid of these lower puffy eyes? (Photo)

Hi, for quite a long time now i have had these very puffy lower eyes. Especially my right eye, which I suspect has something to do with my traumatic bicycle accident that I had done to my right side face and eye at 12 years old. My question is, is it possible to get rid of these puffy eyes? No matter how much sleep i get, no matter what I do, they are always really puffy and i hate it. I've done a ton of research on lower blephs and it always seems to be for the bags that form under the eyes but to the area that I am referring to. Also, I had ptosis done to my right eye a couple years ago, do you think the surgeon did well? Because I really cant stand the asymmetry to my eyes :(. I would be extremely grateful to have any help with this and if you did read this whlle post, I am sorry it was so long. Thank you to anyone who takes the time to read and respond.
