I'm not sure whether you are referring to pain in the lining of the throat or in the muscles of the neck. Neither case you should be examined by your surgeon. By three weeks almost all patients are completely free of pain.
I am assuming that you had a general anesthesia for your surgery 3 weeks ago. If this was the case, the sore throat is most likely due to the breathing tube that was placed for your anesthesia. This should improve over time, but I would mention this issue to your surgeon so that you can be evaluated if needed.
