Can incision from extended tummy tuck be used to upward lift front of thighs?

I had gastric bypass surgery & was approved by my insurance to have skin removal of apron. My surgeon will be reconstituting my belly button & I’m paying extra out of my own pocket for muscle repair (that ins dont cover) My question. I have some ripples/sagging skin on top part of thighs. Can the incision of the extended tummy tuck be used to lift upward, so that it improves that area? With doing that myself with pulling my own skin, it makes a big improvement & smooths it out. Can it be done?
