COBRA is basically a transition insurance when you no longer are covered by your most recent insurance through your previous employer.  COBRA allows you to pay for your own insurance during the transition before getting new insurance with a new employer, for example.  You can only have COBRA for 18 months at which point you must have new insurance in place or you will then be uninsured.
