I'm sorry to hear about the problems your breasts are causing you at your young age. Based on your description, you may be suffering physically and psychosocially from juvenile breast hypertrophy;  your breasts are relatively large for your frame.  Based on your good description, you may also be dealing with congenital “symmastia"  referring to the presence of tissue between the breasts,  so that there is no well-defined cleavage area.

Thank you for your question. Being 17 years old, you most likely have firm glandular breasts with not a lot of fat. Without an in person consultation and evaluation it is hard to give an exact answer. The shape of the breasts is defined mainly by the fat content. It is possible to reduce these areas with liposuction, but you might not go down by a cup size.
