Does Cosmelan treatment improve skin complexion?

I want to know details regarding color Improvement treatment.Basically, I am born in India,by birth i am very much black in color,I am undergoing cosmelan treatment from the past one and half year.But, however i did not notice much change in my color.Can cosmelan improve skin complexion or can you suggest any other treatment to improve my skin fairness?

Cosmelan Mask is an exceptional peel used to treat hyperpigmentation (Melasma), as well as improve the texture and tone of the skin. Although Cosmelan does not reveal its formulation they do provide their active ingredients.
·         Retinoid Base: A Vitamin-A derivative that speeds up cell turnover to improve fine lines and stimulate collagen.  
  
·         Kojic Acid: Derived from fungi, Kojic acid limits melanin production allowing pigmented skin to lighten without causing irritation.
  
·         Phytis Acid: This is a superficial peel and natural antioxidant that prevents the formulation of damaging free radicals and melanin. 
  
·         Ascorbic Acid (Vitamin C or L-Ascorbic Acid) : A powerful antioxidant, Ascorbic Acid benefits include:
