Options other than fillers and surgery for treatment of pronounced tear troughs? (Photo)

I spent alot of time recovering from bad tear trough fillers. Added more, had it dissolved, added more, had it dissolved. I don't feel that fillers are for me. Unfortunately through all of this process I feel my tear troughs are more profound now than they were. Surgery isn't in the budget right now but I was wondering if laser treatment or chemical peels would help in making these less noticable. I'm 41 but when I look in the mirror k feel much older and extremely self conscious.
