Does an encapsulated seroma still have a fluid wave? Why will my seroma not respond to treatment?

Tt no lipo 1/5. Drain in for a week. 3 weeks post op I had a seroma. They drained 200 ccs, then 160 a few days later, and put a drain back in that never worked. I then had another drain in that never went below 50 ml. Another surgery under local anesthetic, the drain never stopped producing fluid below 60. When that drain came out I barely have a fluid wave but I can FEEL and see the fullness.afraid that my doctor will refuse me another surgery because there isn't that much fluid in there.
