While that sounds like a great idea (my own body could use that right now), you need to wait about 6 weeks and/or until all incisions are closed. Steam rooms, showers, and hot tubs can all become reservoirs of bacteria, and in the context of fresh surgical incisions or wounds, this can lead to infections, etc. There is no bulletproof way to expedite post-operative juju other than eating well, drinking lots of fluids, taking healing supplements (Bromelain and Arnica), gentle activity, compression garments and tincture of time.
Sorry to hear about your "toxins building up". This question is best answered by your PS. For my patients, there is no set time frame. I would follow them along and be sure all their wounds were well-healed. If my patient has drains, they would need to come out before going to a sauna. In other words, it's a judgement call that can only be done in person.

Tattooing the area should be safe at this point; however, you may be better off having the scar revised. After several years, there is often enough skin elasticity to remove relatively wide scars from skin necrosis. Good luck!
