You have asked which procedure suits your eye area, but you have not said what actually bothers you when you look in the mirror. That matters far more than it sounds. In a man of 21, the eye area is almost always anatomically normal, and what people describe as tired or hooded eyes at that age is usually inherited shape, a deep set orbit, or a naturally lower brow rather than anything that surgery corrects well. Operating on a young eyelid with no clear complaint is how people end up looking different rather than better. The eyelids are unforgiving. Small changes read as large ones, and a hollowed or over opened eye is much harder to put right than it was to create. So my honest advice is this. Write down precisely what you dislike and in what conditions you notice it, then see an oculoplastic trained surgeon in person. If there is a genuine structural issue, such as a droopy lid from a weak levator muscle, it can be identified on examination and treated. If there is not, a good surgeon will tell you so and you will have lost nothing.
