Are my tear troughs over filled or just swelling? (photos)

I had fillers injected into my tear trough two and a half weeks ago. I liked how I looked right after the treatment but it started swelling and since then has stayed swollen. There even seems to be some swelling well below the tear troughs, over my cheekbones. Is this normal? Is that an indication of swelling or overfiller?
