I'm 16 years old with tubular breasts. Will they ever develop normally?

No one else in my family has tubular breast besides me. My period has also been irregular for the past 4 years (I first got my period at 11) so I was wondering, could it be due to hormonal imbalance? My breast seem to be mildly tuberous but my breasts appear slightly saggy, I have a wide gap between them, large puffy areolas, the fold of my breast appear to be high and i'm a b cup. I really don't know what to do and my breasts make me extremely uncomfortable...
