I have droopy lower eyelid and deep tear troughs since a long time ago,do i have eyelid ptosis ,if yes what is the way forward I do not want small eyes though.i am 21 yrs old if that has to factor in Thank you!

You need an in-person exam to determine what’s going on and it’s also a bit difficult to assess this given the photo does not include the midface.

One reason for the lower eyelid retraction is a flat midface with little support of the lower eyelids.

One treatment for this is a midface/tear trough implant. Fillers can also help in some cases.

You mention you don’t want your eyes smaller, but yes this will make your eyes more almond shaped. You don’t appear to have droopy upper eyelids (upper eyelid ptosis) based on this photo.

From your description and photo, it appears that you have mild lower eyelid retraction. There are many causes for that, including congenital. The lower eyelids can be elevated, but it will make your eyes "smaller" by definition. This is really something that needs to be discussed during an in-person evaluation. It's non-trivial.
