You are young so there is probably a genetic link. Using PRP under they can help with skin texture.  It helps the body increase its own collagen production easing the appearance of dark circles without adding filler.  Continue your at home regime as well. The eye area needs significant combinations to get improvement. Lasers like erbium, co2, halo, profractional/contour, or Fraxel can all be used to build collagen long term. Topical agents line Hydroquinone, Kojic acid, Azelaic acid, perhaps vitamin c creams can decrease darkness under the eyes. Fillers, PRp with microneedling, skin tightening with radio frequency device like Exilis ultra will improve skin texture as stimulates collagen growth. Among these Exilis  treatment will be the least invasive without any down time.

Filler treatment to the tear troughs using a hyaluronic acid based filler like Restylane will help with the undereye volume loss and dark circles. Neuromodulators like Botox and Dysport can help with dynamic lines around the eyes.
