The "C" refers to the cup size and 36 or38 refers to chest wall size(circumference).  The best way to understand what a C cup is in your band size is to look at bras in that size. There really is no such thing as a "full" C. The next size up is a D.

A "C" cup  is measured by the amount of inches the breast sits off the chest, but this will vary from person to person.
