Thank you for your question. See a Board Certified Dermatologist or Board Certified Plastic Surgeon, and have an evaluation.  You may need CO2 laser resurfacing, and a filler to correct this problem. I hope this helps!

I would recommend Belotero, Juvederm Ultra or Restylane for the desired effect. Lips are one of the trickiest areas to inject so be sure to find a dermatologist that has lots of experience.

Saline can be injected into the lips as a very temporary test for lip augmentation. In my experience it will not last more than about 8 hours.
