A 360Lipo with fat transfer may help you to achieve your goal, however, with a BMI of 21, you may not have enough fat to borrow from elsewhere. When you consult with a surgeon in person, he/she will examine you and give you an expert answer. I hope this helps.

Hello, thank you for your question. There are a lot of females who can get nice results from the BBL despite thinking that there is not enough fat. The thinner patient requires an expert at liposuction to remove as much fat as possible while leaving the skin smooth. Fat can be harvested from the abdomen, flanks, thighs, arms, back, etc. and transferred to the hips and buttocks. If the waist was smaller at one time, the waist can likely be reduced with liposuction to those same measurements or smaller provided the muscular and facial integrity has remained the same. You will find that the results are very much surgeon dependent. I recommend you to schedule a Skype or email consultation with a board certified plastic surgeon.

based on your photos, you look like a good candidate for a BBL. Liposuction of your abdomen, back and flanks should give you more curves and hourglass shape and fat transfer to buttocks should give you more projection. I would suggest you to consult a board-certified plastic surgeon because only after a thorough examination you will get more information and recommendations.

Thanks for the question and provided information as well.
Based on your pictures, you are a great candidate for liposuction with BBL, and I think you'll get very good results. 
Liposuction allows your plastic surgeon to transform your entire shape. You can improve your abdomen, back and flanks, and of course your buttock, to give you a nice heart shape.
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 33 or less.
l recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.
