The vertical lines between the eyebrows are due to overaction of the corrugator muscles. This is what Botox Cosmetic was initially approved to treat. Sometimes, even after Botox the lines can persist and may respond to fillers. Most good forehead lift surgeons try to weaken the corrugator muscles during the forehead lift procedure to alleviate or eliminate these lines. I recommend botox injected into the glabella (space between the eyebrows you're referring to). This will certainly improve and decrease the appearance of these lines. It will not, however, cause them to disappear completely due to the progressive depth of the lines. This must be corrected with filler injections or fat grafting. You should start with botox to the glabella and crows feet to raise the eyebrows and relax the muscles between them. A more invasive and permanent alternative would be a temporal brow lift.

Botox will paralyze the muscles that frown but must be repeated every 3 months to keep muscles paralyzed. 11's will soften if you commit to Botox but if they persist as I would expect, then you can fill with fat or filler but inexperienced or poor injectors have injected into the blood vessels under the dermis and caused blindness so be wary of how good your injector is. Finally, laser can be used to take down the ridges and help camouflage the 11's so not as noticeable but this leaves skin red for months. Thermirase or nerve ablation will work for about a year and then you have to do it again. Cost-wise, its cheaper to have Botox every 3 months.

There are surgical treatments that can be more permanent but most people and physicians treat these lines with a maintenance approach with botox and fillers. The quickest and simplest answer is Botox or similar muscle paralytic. If the change is not adequate with Botox or Xeomin alone, then dermal fillers can be added as well. Because injection of fillers in this area can be slightly higher risk than other areas, I would recommend seeking out an experienced plastic surgeon, who will be intimately familiar with the relevant anatomy, to perform your treatment.
The deep forehead lines between the brows are often called the "11's." They can be softened by relaxing the muscles that cause them with botulinum toxins (Xeomin, Dysport, Botox). They also can be improved with dermal fillers, but this can be a risky area (e.g., skin necrosis, blindness) because of blood vessels in the area.
