I have downturned eyes and I want eyes like either of the following celebrities is it possible to achieve this with eyelid surgery? Or is there any other procedure I must have? Or is just impossible .

There are three things that can give your eyes a downturned/sad looking appearance.  heavy upper eyelids with lateral hooding of skinectopion or sagging of the lower eyelid- the lower eyelid should rest slightly above where the colored portion of your eye (iris) joins the white part on straight forward gaze.  the lateral canthus (part where the upper eyelid meets the lower eyelid) is lower than the medial canthus. All of these conditions are "fixable" with the followingupper blepharoplasty with the excision extending into the crows feet.  Make sure you see photos demonstrating that the incision goes beyond the crease and out into the crow's feet, otherwise the laterally hooding will worsenlower eyelid tarsal strip or eyelid shortening procedure.  This will lift the lower eyelid up to the inferior limbuslateral canthopexy

Thank you for your question.It's difficult to give any suggestions without your own photo, but in general, a lateral canthopexy or canthoplasty can be successful in changing the shape of the aperture of the eye.
