The lip filler bumps do tend to improve with some massage. However, the eyelid filler looks overdone and I would consider dissolving this filler. Tear trough filler is a difficult area to fill and should be done by an expert.

In my opinion, putting minoxidil on the skin over an area where there are dermal fillers should not affect the results of the filler.
