Dramatic differences between submitted photos include a much smaller nose in the second photo with thinner skin and infraorbital rims displaced anteriorly eliminating shadows beneath eyes. These are changes that can be accomplished surgically. I use Implantech FTT or EFTT silicone (Flowers Tear Trough) and maybe add post-septal fat transposition, Piezo canthopexy and cheeklift because of your negative vector. Check thyroid function tests first to be sure they are good to go.
It appears, based on these photos, that you have very small cheek bones, a condition known as a malar hypoplasia. Augmentation of the cheeks with cheek implants would significantly change appearance of midface and periorbital areas. Hope this helps.
Scar revision is certainly an option that could also remove any excess skin. Blepharoplasty surgery will not address any brow issues. Neurotoxin or browlifting procedures would be good options but an in person consultation is needed.

The “bump” is excess fat that was either left behind or not transposed deep enough into the cheek. In my hands, the only way to treat this is revision surgery where additional fat is removed and/or repositioned.
You are a great candidate for upper eyelid blepharoplasty to remove excess skin. This will make your eyes appear more open. The lower lids are tricky because you have filler in them. I typically dissolve all filler prior to any lower lid surgery. Best to see an eyelid expert.
