1 year down and still in lots of pain: do I need revision surgery on my breast implant replacement surgery? (photos)

I had my textured implants removed in September last year, they had been recalled so I wanted them replaced. I now have 400cc high profile moderate. Since my surgery I had seroma’s on both sides which had to be drained a few times a week for at least a month, causing me lots of pain. The left side is still very painful, My surgeon sent me to his friend for a second opinion, they said to wait another 6 months? Is this right?
