Scared my eye is ruined after orbital surgery. What are my options? (Photo)

It is unknown what kind of orbital surgery you had? Any extensice surgery intervention in the orbit, specialy treatment of orbital fracture, frequently leaves multiple consequence due to fat necrosis, scarring, volume loss, muscle entrapment, parelysis, etc., even in the best hands. It is best to discuss this issue with your surgeon and consider, in person, second opinion consultation. Good luck.

These photos and bit of clinical information does not form the basis to actually understand your issue and what will be needed to improve the situation. The tether general represents scaring between planes that should not be stuck together. This needs to surgically explored and the scars separated to repair the defect. There is no substitute for a detailed, in person consultation. See an oculoplastic surgeon which is someone who is a board certified ophthalmologist and fellowship training in oculofacial plastic surgery.

I'm sorry you are having to deal this problem. Scarring can happen after any surgery but with eyelid surgery, consequences can be more impactful. Are you able to fully close your eye when awake? Does your eyelid close fully when you are sleeping? If the answer to either of those questions is "No" then you probably need to be seen again and may need revision surgery to release internal scarring.
It would also be helpful to have photos of you looking straight into the camera, not just photos with you looking down. Is the eyelid in normal position when looking straight ahead?
I agree with you that your eyelid is currently not functioning normally, and if you are not satisfied with the explanation provided by your surgeon, you should get a second opinion. It is impossible to make a reasonable diagnosis from photographs. You do, however, appear to have a problem with the muscles that work your upper lids. you need to see a plastic surgeon who specializes in what you had done and eyelid and facial problems. This is especially true if the person you previously saw cannot give you a specific reason for your problem and an exact treatment plan.
