The creases started at age 9, they slowly got deeper and deeper as the years went on. I'm 13 now and I have horrible creases and a bad case of discolored bags under my eyes.

It is difficult to evaluate from a photograph but it looks like you may have ptosis (droopy upper eyelid) which is causing the appearance of asymmetry. Surgery is usually the treatment of choice and can be very effective when performed by an experienced oculoplastic surgeon....
It would be helpful to see your before pictures, but assuming there was nothing unusual about your eyelids before your surgery, I think by now your eyelids should not look this swollen. It is impossible to say why your swelling is persisting. A possible reaction to your sutures?
