Thank you for your question regarding an indentation to your upper arm. Thank you for your history and your pictures. What you have is indeed an armband. These are constriction bands. These are thought to be genetic. You may want to look at pictures of yourself as a young child, approximately one or two months old as age. You may see these same constriction bands in your baby pictures.
Nonetheless, these are confined constricted bands of the arm. For resolution, they require direct excision. These are done with an incision over the band, and the band is directly removed. Usually, the band is then separated and reconstructed with a Z plasty. I would not suggest liposuction as this did not work for you before. Therefore, please seek a specialist who has performed this surgery to remove armbands.
