Hi there. When you are watching laser tattoo removal videos, you are right that the tattoo/ink and the hair that is lasered will turn white. The white hair should fall out the same or next day and will almost always grow back. The kinds of lasers that effectively remove tattoos (Q-switched lasers) generally do not removal hair. Because your eyebrows are make-up you need to pick your provider carefully. Choose someone with experience removing permanent make-up which is different from other kinds of tattoos.

I, too, recommend shaving eyebrows prior to treatment. I know the idea is dispiriting to most people, but hair shafts in the treatment field will obstruct the work beam and lessen the treatment's effectiveness. In other words, get all the light you're paying for!

I shave my patients prior to laser tattoo removal.  Although this is not the answer that you wanted to hear, the burning hair can singe your skin causing complications.  The Q-switched lasers are not supposed to affect hair, but in my years of experience with multiple platforms, hair singing does occur.  By shaving the area before treatments, your provider is ensuring the least damage to your brows.
