Most garments are fully adjustable so you can decide how much pressure you would like to apply. You can Google for a number of companies that provide these or indeed Amazon sell some also.

I would have though that a neck lift would be helpful for you but if your skin is very thin this can be a risk for wound / skin healing so it may be the case that the surgeons you saw previously considered this to be a risk not worth taking
