is it normal to have a 42F bra size at the age of 16?

I would assume my weight is slightly larger than it would be without all this fat on my chest so i don't know it right away but I've been exercising a lot lately. And while I'm at a nice average, my breasts seem to increase.

Every one is unique and a combination of their genetics and environment influences their bodies and health. Hello sillyartistic, thanks for your question. I am very glad to hear you have begun exercising, I always encourage my patients to try to try to get their BMI (body mass index) below 30 prior to any surgical procedure. Having a chest diameter of 42 would tend to indicate some of the volume of your breast is due to excess weight, however having a F cup is quite large for any age. We often try to wait until the breasts are fully developed before considering reduction surgery. This can be from 18-20, as a portion of the breast tissue is fatty tissue any weight loss would help reduce the breast size, although the breasts are unlikely to drop several cup sizes.  It would be good to see your Pediatrician who can refer you to a Plastic Surgeon who can assess your breast size and discuss aspects of breast reduction surgery as well as timing and the positive aspects of additional weight loss.
