Two years ago, I had a breast reduction. Now I am starting to regret it. Even though it relieved me of the back and neck pain I was having, I am still dealing with the mentality of not having a nipple assymetry and some severe scarring.

Scarring after surgery can be a problem. Some individuals form hypertrophic scars and you may be one of those people.  In addition you have hypopigmentation in what appears to be nipple grafts. The hypopigmentation or white spots typically fill in from the edges and get smaller in the months following surgery. Since it has been two years since your operation, tattoo to match the surrounding pigment may be helpful.
I'm glad to hear the original problems are improved. Check with your plastic surgeon to see if they have additional suggestions.
