Are there any better treatments to remove these scars? Please advice! (photo)

Hello! 10 years ago, I had milia's under my eyes and I was been laser treated to remove those milia's but tragically I am left with dark circular scars post operation. It hasn't disappeared nor faded since then and bothers me as it is apparent. I hope these scars can be treated and removed, your expert advice on my issue would be very helpful. Thank You so much! PS: I have already tried CO2 lasers thrice but didn't work out, it has even further darken the scars.
