How to decrease upper eyelid exposure, make my eyes almost completely hooded? (Photo)

I've attached pics of my eyes currently. One eye has more upper eyelid exposure than the other, the other looks almost "droopy" in pics because of this. Like it's falling out my eyesocket and not firmly sitting in it. The other one has less upper eye lid show but I'd prefer almost none of my upper eyelid show at rest. I've drawn on to show the difference in amount of eye lid show in each eye. Also have attached what I want my eyelids to look like. How can I achieve this permanently?
