From your description you have some chemosis which is swelling below the conjunctiva. It will look like a blister, or small area of fluid. This can occur after lower lid bleph. This can create a sensation of having something in the eye as you may feel it when you blink, and this can sometimes cause some dryness of the cornea if there is a lot of fluid. You need to be using a lot of artificial tears, and ointment at bedtime. sometimes steroid drops will help. Unfortunately you can't just drain the fluid out. It will resolve. If any issues see an oculoplastic surgeon for more definitive treatment.
