I have smaller upper lip so I can't close my mouth like a normal person. Is there any permanent solution for that?

Durga,Its hard to say without photos or examining you but may people get lip injections with dermal filler to help augment their upper lip.  A more permanent solution would be fat injection or implant. There are several causes of short upper lip: dental, long upper jaw, overprojected nose, and a short upper lip. The treatment is based on the cause and to what extent you want it treated. Go to a surgeon and get an opinion and then you can decide what treatment plan you want

It is hard to give you real advice without seeing you or seeing photos of you.  Yes, there are permanent solutions for fuller lips.  I use Alloderm most often.  It is a beautiful implant that lasts approximately 7 years.  The procedure can be performed under local anesthesia.  There are also temporary fillers such as Restylane or Juvederm Ultra.

Pictures while you are at rest, forced mouth closing and full smiling will be of great help for assessment. If your gum and upper teeth are normal and a trial of Botulinum toxin work for you then i would perform Muscle Modification for your permanent solution. Filler or fat transfer can be an adjunct treatment if the former method is not completely effective.
