Under-developed cheekbones. Does a cheek lift achieve the same purpose as cheek implants? (photo)

I have underdeveloped cheekbones. I'm considering getting a cheek lift, will that achieve a similar result as cheek implants? Will a lift be adequate without implants or am I setting myself up for failure?
