Cheek implant removal - should I go with a doctor who has never removed them before?

If your surgeon has performed facial plastic surgery, removal of a cheek implant should be a VERY easy surgery to do - especially since you said you had silicone implants. They do not integrate with the tissue.
A X-ray before had may be beneficial to see if they were anchored with screws which would need to be removed - hence a special screwdriver needs to be available.

If your surgeon doesn't perform facial plastic surgery, I'd be a little wary. There's one important nerve (infraorbital) on each side below your eyes that SHOULDN'T really be at risk, but if your surgeon is sloppy and doesn't know the local anatomy, then they could inadvertently damage this nerve.
