3 weeks PO Vaser lipo on my tummy. It's extremely tight on the outside skin and feels it on the inside too. Is this normal?

Hi. Without assessing you in my clinic and seeing pictures I won't be able to properly advise. 
With this said what you describe seems like scar tissue underneath your skin. Your procedure was relatively recent so allow it to heal. Lumpiness and unevenness that may have been caused by the underlying scar tissue pulling the skin may and should improve as time goes by. 
It is unfortunate that your procedure was done in Turkey because there is no chance for you to follow this up. In my practice I follow up at 1 week, 3 weeks, 6 weeks and 6 months to ensure the correct healing and act if there is any need. 
Have you done lymphatic drainage massages? How many? 
Where are you located? 
Also, I guess nobody checked if there is any underlying fluid collection (called seroma).

The procedure of liposuction is an
"insult" to the soft tissues, resulting in swelling which will
initially totally obscure the operative result. The involved tissues will become firm and you may feel tight. One must be mindful of potential problems such as bleeding, seroma development, infection or circulatory problems. I would look for increasing pain, increasing swelling, increasing redness, the development of drainage, or a feeling of fluid beneath the flaps when the area is compressed. The
purpose of a compression garment is to prevent bleeding and to control
swelling. We usually recommend its use for the first 6-8 weeks after the
procedure. 60-80%
of the swelling should subside within the first 6 weeks, with the remainder
slowly subsiding over 6-12 months.
If you feel the swelling is excessive, you should undergo evaluation by a local physician.
