There are no blood tests required to start on propecia. If you want to do a blood test see your family doctor and may be do PSA blood test one before starting the treatment and one after three months to see if there is any change.

If you are over 35, you might consider getting a DHT level which probably will not change when you take the drug but it may reflects a lower testosterone which you can also measure. As men get older, testosterone levels do drop. I would not expect your T levels to drop or rise significantly with finasteride
