Latisse only affects the area in which it is applied or comes in contact with. This would be the upper eyelash line. If you are applying it to your public area, then it could encourage growth but if you are not, then it won't.

Latisse only works directly where it is applied. Although there are known side-effects of Latisse, I am not aware of hair growth remote from the application site being one of them. Unless you are applying it directly to your pubic area it should not affect the growth of your pubic hair.
