In a healthy person a local anaesthetic otoplasty would have a negligible effect on the risk of deep vein thrombosis. A stroke and heart attack are also minimal risk for someone having a local anaesthetic.However, for example, the risks would be different for someone who was on anticoagulation having had a DVT who needed to stop their medication for surgery.General anaesthetics do have a small risk for DVT, stroke and heart attack but in young, healthy, adults the risks are small. In particular if you will be able to mobilise well after surgery which one would expect with an otoplasty.I advise you seek the opinion of a suitably qualified and experienced plastic surgeon.
