Yes, you can do a small central lip reduction to give you the correct upper lip to lower lip balance.

This scar may need to be surgically removed for the best outcome but fillers and lasers like ablative co2 can help. Fillers maybe able to camouflage for the short term. See an expert. Best, Dr. Emer.
