Bumps on jowl area. Can anything be done to minimize or completely remove them? (Photo)

I've had these bumps next to my mouth (jawl area ish) my whole life and I was wondering if there's anything I can do to minimize or possibly completely remove? They look like fat pads but I have no clue. They make me so self conscious and want them gone
