I had a sliding genioplasty reversed than afterwards three months later after swelling was gone I received these on my face which may be jowls or perioral mounds. What can I do to fix them? Would lipo to the area work? I'm only 36

No, liposuction is too dangerous in that area and these areas are excess skin and not fat. Doing micro-needling with radiofrequency, like Secret, could be very helpful to tighten that area.

Perioral mounds are poorly, understood, and difficult to treat. The primary underlying cause is typically facial bone structure.
This is a contour that is formed from a combination of underlying variables, including bone structure, tension from muscles of facial expression, and is not have a single underlying cause that is easy to treat.
