Would a lower blepharoplasty minimize the appearance of bulging and bruise like discoloration in the under eyes? (photos)

Can someone please give me some information on what is happening under my eyes . I have this bulge under both of my eyes. It’s hard to get a good pic of them. It’s has discoloration almost like a bruise and it bulges. Can a lower blepharoplasty fix that? what is it? I’ve noticed it for like a year and it’s only seems to get worse. Doesn’t hurt and not filler done there.
